Are you looking for a rewarding volunteer opportunity where you can share your skills and expertise and give back to those you love? The Board of Directors is currently recruiting three new board members from central and northern Saskatchewan.
As a provincial organization, it is important to ensure we have representation across the province. The Board of Directors is responsible for providing strategic direction and guidance in raising awareness and funds for the needs of the Saskatchewan Cancer Agency and the patients they serve. Every dollar donated, stays in Saskatchewan to support cancer patients and their families.

Note: Terms are three years, beginning July 1st with the opportunity for a second term. Meetings are held four times per year, with an additional one-day retreat (combination in person and virtual). As a Board member, you commit to sharing your skills and expertise to advance the Foundation’s purpose, and act as an ambassador in and around your community and our province.
Leon Friesen – Chair
Leon Friesen is the founder of Westridge Construction Ltd, a Saskatchewan general contracting firm. He is also president of Westridge Homes Ltd. and Westridge Developments Ltd. Prior to joining the Cancer Foundation of Saskatchewan board. Leon has given of his time to many other organizations including: the Saskatchewan Construction Association Board of Directors (President, 2002), Regina Construction Association Board, (President, 1995) and many others including the Gold Medal Plates fundraising committee.
Keri Ziegler – Vice Chair
Keri Ziegler is an accredited CPA/CA who owns her own consulting firm focused on accounting and business advising. Prior to that she was a Partner, Assurance Services with MNP LLP. Her volunteer work includes being the Finance Committee Chair for the 2013 Grey Cup and a board member of the Regina & District Chamber of Commerce (2008-2013).
Dr. Stewart McMillan – Past Chair
Dr. Stewart McMillan is a full-time family physician in Regina who has been practicing for 45 years. Dr. McMillan has served as President of the Saskatchewan Medical Association (SMA), College of Physicians and Surgeons, and the Medical Council of Canada. He’s been honoured with a Saskatchewan Health Care Award of Excellence (2005), and being named Saskatchewan Family Physician of the Year by the Canadian College of Family Physicians (2011).
Randy Sandbeck – Treasurer
Randy Sandbeck is a partner at the Regina Law firm of Olive Waller Zinkhan & Waller LLP. He sits on the board of the New Home Warranty Program of Saskatchewan Inc. and served 12 years on the Board of the Regina & Region Home Builders Association (RRHBA) Inc. He was named outstanding volunteer by the Saskatchewan Continuing Legal Education Society Inc. (2002), and an award of merit recipient from the RRHBA (2011).
Karen Allen – Secretary
Karen received her CPA/CA designation in 1999 and articled with Ernst & Young, followed by seven years in progressive employment with SaskTel. Deb Bulych – (Pres. & CEO – Saskatchewan Cancer Agency)
Deb Bulych is the President and CEO of the Saskatchewan Cancer Agency. Deb has been with the Cancer Agency for 30 years and is passionate about person-centred care and the cancer care system. Deb has held various roles over three decades, including clinical oncology social worker, Director of Social Work, Director of Supportive Care, Director of Nursing, and Vice-President of Care Services. Deb has a Masters of Health Studies and Bachelor Degrees in Administration, Social Work and Arts (Sociology). She currently serves as Chair of the Canadian Models of Care Advisory Committee, which is responsible for improving efficiency and equity within cancer care.
Rebbecca Clarke
Rebbecca received her CPA/CMA designation in 1998. She has had more than 28 years of progressive employment at Farm Credit Canada where she currently holds the position of Vice President & Treasurer. Jim Scarrow
Jim Scarrow served as Mayor of Prince Albert from 2006 -2012. Prior to entering public life, he was a broadcaster and VP of Rawlco Radio Ltd. Jim is a proud Saskatchewanian and community builder. He was an Honorary Witness of the Truth and Reconciliation Commission, past producer for Saskatchewan Kinsmen Telemiracle, and past National President of Kinsmen Clubs. For his community service Jim was awarded the Saskatchewan Order of Merit and the Queen’s Silver, Gold, Diamond and Platinum Jubilee Commemorative Medals.
Jacqueline Woods
Jacqueline Woods is a PhD candidate in the Johnson-Shoyama School of Public Policy at the University of Saskatchewan, and an Advanced Candidate of the Doctor of Musical Arts program of the State University of New York. She also owns a consulting company focused on branding and communications. As a passionate volunteer she has been a part of Reconciliation Saskatoon’s ConnectR Project, an online platform that strives to help people take their first steps toward Reconciliation.
